Родился 10 ноября 1912 года в городе Калач Воронежской губернии.
В 1932-1937 годах Михаил Ткачев посещает вечернюю художественную школу в Ленинграде, затем студию окружного Дома Офицеров имени С. М. Кирова.
Занимался у Михаила Авилова, Сергея Приселкова, Павла Наумова, Ефима Чепцова.
Участник выставок с 1952 года.
Член ЛССХ с 1952 года.
Пишет пейзажи, портреты, жанровые и батальные картины, этюды с натуры.
Персональные выставки в Ленинграде (1986) и Петербурге (1992).
Произведения Михаила Ткачева находятся в музеях и частных собраниях в России, Японии, Франции, США и других странах.
